The primary goals of the system are to ensure:

– Children have positive outcomes throughout childhood, adolescence and beyond;

– Families receive appropriate practical support during times of crisis or difficulty.

In order to achieve these goals, the plan has put in place a range of strategies. These include:

– Using preventative measures to protect vulnerable children and young people;

– Supporting families in their role of providing effective care for their children.

The system also acknowledges the importance of collaboration between different agencies, both public and voluntary organisations, to respond effectively to the needs of all children. This includes working with local communities, schools and health professionals to ensure that resources are used equitably.

Finally, the system recognises that children must have opportunities to be heard and have a say in decisions made about them. It will therefore ensure that appropriate mechanisms such as advocacy services or youth panels are in place so that young people can have their voices heard.
