Tes Scotland can reveal that the Scottish government’s extensive education reform programme is already at risk of being hit by delays. The meeting minutes – published after a Tes Scotland freedom of information (FOI) request – show that the delivery boards tasked with taking forward the reform of the Scottish Qualifications Authority (SQA) and Education Scotland have been floundering from a lack of funding. And now the government’s goal to have operating models for its three new education agencies in place “by winter 2022” could be missed.

A Scottish government spokesperson said: “Our delivery partners are making good progress in planning for the transition to the new agencies, and we are confident that this will continue.” But sources close to the situation said that the lack of progress made so far was “extremely worrying” and called on the government to address the issue urgently.
One insider said: “The fact that there is no funding in place and no clear plan for how the transition will happen is extremely worrying. It feels like the whole thing is at risk of unravelling.”
The meeting minutes, held on 10 December, show that the delivery boards have struggled to progress because of a lack of funding. One board member said they were “working in the dark” and had a “lack of clarity” about what was expected of them. Another board member said they were trying to understand what we were trying to achieve”.
The minutes also reveal that the government’s goal to have operating models for its three new education agencies in place by winter 2022 could be at risk. One board member said they were ” unsure how this timescale is achievable”.
